In the United States, states and municipalities remain in a fiscal
state of emergency with the household level economically devastated by
the collapse of the housing market, loss of life savings and retirement
accounts, unemployment and underemployment. Humanitarian Resource
Institute is calling for demographic analysis by frontline service
programs and unmet needs reports to assist strategic planning for
emergency assistance in every United States city/county area. [2]
In the context of globalization, this same work is needed in every UN
member country, to assist strategic planning and development for
infrastructure stabilization and humanitarian relief operations. [3,4,5]
