Analysis of World AIDS Day 2011 -  The $31.7 Billion Question

It was heart warming to see the tremendous international response and global media coverage of the events associated with World AIDS Day 2011.

 In the context of peer reviewed contingency planning for HIV/AIDS crisis response, I would like to focus on AIDS Orphans.  In the discussion "World Aids Day -  U.S. CDC: Less than One Third Have HIV Under Control," I shared:

"By 2003, 15 million children under 18 had been orphaned by HIV/AIDS worldwide.  About 12 million of these live in sub-Saharan Africa, and it is expected that this number will have risen to more than 18 million by 2010.  Most of the AIDS orphans who live outside of Africa live in Asia, where the total number of orphans - orphaned for all reasons - exceeds 87 million. There is however insufficient information in Asia to provide figures for the number of AIDS orphans in individual countries."

For the sake of discussion, let's say these 87 million children are AIDS Orphans, place them in the camp of severe poverty and allocate $1/day to their survival for food and shelter.  This comes out to $87 million per day times 365 for the year, giving us a price tag of $31.7 Billion.  If we committed all of Bill Gates Net worth in 2011 ($59 Billion) to this cause alone, we have enough to fund the relief initiatives for the AIDS orphans in Asia for about 2 years. 

To date, The Global Fund has committed US$ 22.6 billion in 150 countries to support large-scale prevention, treatment and care programs to fight AIDS, Tuberculosis and Malaria.

Regarding the international public health/economic emergency question for the panel, it didn't make the cut.
